Ο Προφήτης Σαμουήλ γεννήθηκε στην Αρμαθαίμ Σιφά στο όρος Εφραίμ, από τη φυλή του Λευΐ. Ήταν γιος του Ελκανά και της Άννας, η οποία ήταν στείρα και δια της προσευχής ο Θεός της χάρισε παιδί, τον Σαμουήλ, που τον αφιέρωσε στο Θεό για να εκφράσει την ευγνωμοσύνη της.
